  • January 26, 2021. A series of minor clarifications and corrections have been made to E.5 Future Investigators in NASA Earth and Space Science and Technology. New text is in bold and deleted text struck through. The due date remains unchanged at February 4, 2021.
  • NOTICE: Amended November 3, 2020. This amendment releases final text for this program element. The draft text based on last year has been completely replaced. Read the text of this program element carefully. Do not rely on any prior FINESST funding opportunity announcements. Changes range from simple updates, e.g., changes in points of contact, etc., to complex matters related to eligibility or limitations, evaluation criteria, and Explanatory Notes. Changes include but are not limited to: • Explanatory Note A: NASA-Provided High-End Computing (HEC) Resources has been updated to reflect system changes. • Explanatory Note C adds a reference to "Performance Reporting" in the title. • Section title for 3.1.1 has been expanded and content added. • Proposal shall include current and pending statement(s) for the Principal Investigator and the Future Investigator. • References to a new Division within the Science Mission Directorate (SMD) and SMD’s new Science Plan are added. • Discussion of changes to government-wide grant regulations effective November 12th has been added under Section 6. "Award Information and Restrictions" creating the potential for broken links to NASA grant policy documents cited herein. Please concentrate on writing a research proposal and do not worry about what is and is not an allowable cost as the budget is preliminary and subject to negotiation. No proposal will be returned without review based on the unallowable costs unless the proposal requests more than the maximum annual amount of $45,000 and total award value of $135,000. In the event that SMD sends a selection letter, proposers should expect to receive a request to submit a revised budget.
